Greenwood advances merger plan

Residents of Greenwood and White River Township can begin studying a plan for a merger of the two beginning Tuesday when it is posted on the city’s Web site, www.greenwood.in.gov.

And they can begin having their say and asking questions about the plan at public forums scheduled for 6 p.m. Nov. 30 and 2:30 p.m. Dec. 5, both at the Community Church of Greenwood, 1477 W. Main St.

The Greenwood City Council suspended its rules Monday for a first-reading vote on the plan, which had been scheduled to be only introduced at the meeting. Patrick Sherman, chairman of the seven-member reorganization committee, asked the council to fast-track the measure to allow for the public forums, a joint meeting with the White River Township board and a vote on the reorganization plan before the end of the year.

The joint meeting was set for Dec. 8; the Greenwood council plans to vote on the measure at its Dec. 21 meeting, when it also will hold a formal public hearing.

The plan, which can be amended after public and council input, calls for expansion of the City Council from the current seven to 11 members. It also would result in lower property taxes for current Greenwood residents and tax increases for White River Township residents, who would get additional municipal services and pay lower taxes than Greenwood residents currently do, said councilman Bruce Armstrong.
